States that openness in government supports and enhances public confidence, discourages abuse, and allows citizens to participate equally in decisions affecting their lives. States that state law may provide exceptions from the open meetings' requirement. Excludes from the definition of "meeting": on-site inspections of any project or program; the mere communication of factual information from one member to another where the purpose is to educate a member on a specific issue; and two or more members attending the same community event, education workshop, seminar or meeting of a statewide or regional organization of government officials. Authorizes attorney's fees to be awarded against a governing body where the plaintiff substantially prevails or where the court finds evasive devices were used to deprive the public of information. Requires programs to be developed to educate public officials about open meetings laws and compliance. Allows certain closed executive meetings to be held. Provides criteria for holding closed meetings as excepted by law. Provides specific notice requirements to adequately inform the public of special meetings.
