2012 Kip Reel Award

The George "Kip" Reel Award is given to an individual who has played an important role in education in Tennessee and who has served our organization (TOSS) well. This individual, through his/her leadership, has demonstrated respect and appreciation for superintendents of this state. This year Bill Emerson of Crockett County was given this award. Bill began teaching in 1957, served as superintendent of Bells City from 1977-2007 and superintendent of Crockett County from 1980-1997.

Bill was instrumental in forming the Tennessee School Systems for Equity and served as president of that organization which brought the Small Schools Lawsuit that challenged the funding formula for schools in Tennessee.
